The small (just 88 KB) portable program basically does what its name suggests: sending scroll commands to windows in the background.
There's also a 64-bit version available on the publisher's web site, but according to the developer, it "does not currently offer any functional advantages in this program". In consequence, you can use this one for both architectures wirthout any disadvanteges.
