Missing forced install resp. update option

As a newbee, I've not seen an option I'm looking for in my first 10 days.
SPS package manager has an option to install an SPS package via web or via local storage if it is not yet installed. SPS package manager provides also an option to force reinstallation via web if already installed. What I'm missing is the option to force reinstallation via local storage. What did I miss finding?
Where do I have to look for this feature?
